AGRICULTURAL POWER GENERATION

PM-KUSUM Component-A: Detailed Guide.

An expanded presentation of REAR’s published scheme FAQ, including eligibility, generation projects, land lease, power sale and financial diligence.

WHO CAN PARTICIPATE

Eligibility and project location.

  • Individual farmers, farmer groups, Water User Associations, FPOs and specified agricultural organisations feature in the original published guidance.
  • The described capacity range is generally 500 kW to 2 MW for grid-connected decentralised plants.
  • Land suitability and proximity to the notified substation influence connectivity and project costs.
  • Farmers may participate as project generators or explore lease arrangements with developers.

PROJECT DEVELOPMENT

Selection, agreements and revenue.

EOI and selection

The implementing agency identifies available capacity and invites expressions of interest or tenders.

25-year PPA

REAR’s historical FAQ describes 25-year power purchase contracts following selection.

Feed-in tariff

The applicable tariff is determined under the relevant regulatory and procurement framework.

Land lease

Farmers may obtain rent where a valid project lease is agreed and the required conditions are met.

HISTORICAL FINANCIAL DETAILS

Do not treat old figures as current bids.

  • The old REAR document gives an indicative historical cost of approximately ₹4 crore per MW.
  • The original FAQ describes processing fees, EMD and performance-bank-guarantee requirements.
  • It states that Component-A does not provide a direct project capital subsidy to the generator.
  • Loan availability, debt terms, developer net worth and security obligations require fresh bank and tender verification.

IMPLEMENTATION ROLES

Responsibilities described on the original page.

Implementing agencies

Determine substation capacity, issue invitations and facilitate selected projects.

DISCOM

Manage connectivity, letter of award, power purchase and energy procurement subject to contract.

MNRE and state agencies

Support applicable policy frameworks and implementation coordination.
