RERC grants 𝗘𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻 𝘂𝗽 𝘁𝗼 𝟭𝟱.𝟬𝟵.𝟮𝟬𝟮𝟭 for Net Metering up to 1 MW

RERC vide suo moto order dated 30.06.2021, directs that the Rooftop and Small Solar Grid Interactive Systems commissioned under Net Metering agreements upto 15th September, 2021, shall continue to operate as per Net Metering Regulations 2015, which means, the Rooftop Projects commissioned under Net Metering agreements up to 15th September, 2021, shall continue to operate as per Net Metering Regulations 2015, and the capacity allowed will be up to 1MW.

WHAT WOULD BE THE STATUS AFTER 15.09.2021 ?

From 16.09.2021, the RERC DREGS Regulations 2021 will be applicable and as per Clause 3.2 of RERC DREGS Regulations 2021, which says “Provided that, the eligibility for Net Metering arrangement shall be as stipulated under the Electricity (Rights of Consumers) Rules, 2020, as amended from time to time.

Since, Ministry of Power allowed Net-metering up to 500 KW via an amendment to the Electricity ( Rights of consumer) Rules 2020 released on 30.06.2021.

Hence, From 16.09.2021, the net metering capacity applicable will be as per MoP amendment which is 500 KW.

As per the new amendments, net metering will be allowed to the prosumer for loads up to 500 kW or up to the sanctioned load, whichever is lower, and gross metering for loads over 500 kW. Under the latest Electricity (Rights of Consumers) Amendment Rules, 2021, the arrangements for net-metering, gross-metering, net-billing, or net feed-in would follow the regulations made by the State Commission from time to time.

REAR was continuously following up with MoP for early release of the amendment because after 30.06.2021, the capacity for projects to be installed under net metering in Rajasthan depends on Electricity (Rights of Consumers) ( Amendments) Rules, 2021. Hence, whole solar fraternity working in Rajasthan was looking for early release of the final notification on the Electricity (Rights of Consumers) ( Amendments) Rules, 2021. A huge number of projects to be installed under net metering are under construction and a lot of projects are on hold due to uncertainty of the regulations.

Previously, when Net metering for rooftop solar systems was capped to 10 kW in place of 1 MW in maximum states in December 2020. REAR gave strong representation to the Govt. and finally the government relented, considering net metering for capacity up to 500 kW.
