
Green Energy Open Access
The Rajasthan Electricity Regulatory Commission (RERC) and Rajasthan Rajya Vidyut Prasaran Nigam Limited (RVPN) have introduced the Procedure for Grant of Green Energy Open Access (GEOA), aligned with the Electricity Act 2003, MoP’s GEOA Rules (2022 & 2023), and RERC GEOA Regulations, 2025.
This step enables industries, consumers, and renewable developers to access clean energy transparently and efficiently.
Key Highlights

Eligibility: Consumers with ≥100 kW load can apply. No minimum limit for captive use. Projects >5 MW on STU must include Battery Energy Storage Systems (BESS).

Nodal Agencies:

RVPN (STU): Long & Medium-Term Access

SLDC: Short-Term Access & Registration

DISCOMs: NOCs, feasibility, and captive verification

Application: Online via GOAR Portal with fees and ₹10,000/MW bank guarantee for LTOA.

Banking: Allowed with 8% deduction; energy accounting by DISCOMs.

Billing: Transmission, SLDC, Wheeling, Cross Subsidy & Banking charges apply.

Curtailment: STOA curtailed first; LTOA consumers can exit with one-year notice.
