Under this scheme, domestic consumers using more than 150 units per month will continue to receive benefits under the Mukhyamantri Nishulk Bijli Yojana only if they install solar rooftop systems. Three Models Under Rajasthan’s Rooftop Solar Scheme

The Rajasthan government has structured the subsidy program into three different models to ensure widespread participation.


Model 1: Individual Rooftop Solar System

Mandatory Installation for Free Electricity

  • Consumers using more than 150 units per month must install solar rooftop systems to avail of the CM Free Electricity Scheme.

Government-Supported Installation

  • The Rajasthan government will install a free 1.1 kW solar plant for eligible consumers.

  • Consumers will receive 150 units of free electricity per month.

What If You Don’t Install Solar?

  • Consumers failing to install rooftop solar will lose the free electricity benefits under the CM Free Electricity Scheme.

Subsidy & Loan Provisions

  • ₹33,000 subsidy from the Central Government and ₹17,000 from the Rajasthan Government ( for 1.1 KW system)

  • Consumers can install a larger solar system and still avail of the ₹17,000 additional subsidy from the State Government, makin the maxiumu subsidy for 3 KW and bigger system as Rs. 95,000/-

  • Higher capacity systems are eligible for both Central and State subsidies.

Project Scale

  • 27 lakh (2.7 million) rooftop solar plants to be installed.

  • Total targeted capacity: 3,000 MW (3 GW).

  • Installation via vendors registered on the National Solar Portal.


Model 2: Utility-Led Aggregation (ULA) – Community Solar Plants

Who Can Apply?

  • This model is for 77 lakh (7.7 million) consumers with low electricity usage or without rooftop space.

How It Works?

  • A shared community solar plant will be set up.

  • 1 MW capacity plants with 2 MWh battery storage.

  • Each consumer will receive 1.1 kW allocation, ensuring 150 units of free electricity per month.

Financial Model

  • Estimated cost per MW: ₹6.15 crore (including battery backup).

  • Implementation through the Hybrid Annuity Model (HAM).

  • Tenders will be issued by the State Government.

  • Remaining project costs (after Central Government subsidy) will be covered via annuity payments over three years.


Model 3: PM Surya Ghar Yojana – Incentives for Non-Beneficiaries

Who Can Apply?

  • Consumers not covered under the CM Free Electricity Scheme but wanting to install solar under PM Surya Ghar Yojana.

Additional Benefits

  • Free induction cooktop for beneficiaries.

  • Feed-in tariff incentive of ₹0.15 per unit for excess electricity exported to the grid.

Pending Clarifications

  • The government is yet to confirm whether the ₹0.15 per unit incentive applies to total generation or only to additional exported units.


How to Apply for Rajasthan Solar Subsidy?

To avail the subsidy under Rajasthan’s Rooftop Solar Scheme, follow these steps:

  1. Register on the National Solar Portal (pmsuryaghar.gov.in).

  2. Select a registered vendor for installation.

  3. Apply for subsidies through the portal.

  4. Get approval from DISCOM (Distribution Company) for net metering.

  5. Install the solar system and claim the Central and State Government subsidies.


Implementation Timeline

  • The scheme is effective until March 31, 2028.
